ESTIMATION OF ECONOMIC EFFICIENCY OF EDUCATIONAL ACTIVITIES IN UNIVERSITIES

Abstract (English):
The work is dedicated to the creation of methods of economic efficiency of the educational activities of universities and the effectiveness of ongoing training programs. Marginal analysis allows evaluating the cost-effectiveness of educational activity of the university departments and assessing the costeffectiveness of implemented educational programs. The method identifies the inefficient and unprofitable divisions and programs On the basis of this assessment, measures need to be taken to reorganize inefficient operating divisions, to improve or close inefficient and loss-making educational programs. These measures may double the salaries of university teachers.

Введение

В государственном секторе экономики России произошла трансформация, которая стала результатом изменения организационно-правовых форм государственных и муниципальных учреждений. Большинство учреждений, в том числе государственные вузы страны, перешли на принципиально новый уровень условий хозяйствования, приближенный к условиям хозяйствования фирм (коммерческих организаций). Однако многие вузы до настоящего времени не смогли освоить обеспечивающие устойчивое развитие современные стратегии, методы, используемые фирмами (коммерческими организациями) для управления ресурсами. Многие руководители высшего и среднего звена вузов пока не обладают необходимым для этого экономическим мышлением и пока не смогли освоить экономические методы управления. Экономисты развитых стран интенсивно разрабатывают подходы, методологию и методы экономического управления вузами [1–6]. Необходимо разработать подходы, методологию и методы экономического управления вузами в современных российских условиях.
